Abstract: Chairman of the Urban Renewal Authority (URA), Mr. Chow Chung-kong, revealed yesterday that the "first home buyer" project at Chun Tin Street, To Kwa Wan, has been named "Flora Cove Tower 3", which will provide 260 flats, and the URA has already applied for the government's pre-sale of uncompleted flats, and is expected to accept the applications in September.

With reference to the previous experience and taking into account the needs of homeowners, about half of the units in Block 3 will be designed as two- and three-bedroom apartments (with usable area ranging from about 430 sq ft to 600 sq ft) to cater to the needs of family applicants as far as possible, while the remaining units will be designed as one-bedroom apartments (with usable area ranging from about 300 sq ft to 360 sq ft). Mr. Wai Chi-sing, Executive Director of the URA, added that the discount rate of the project can only be calculated after the Housing Bureau has set the interest rate and asset limit, and is expected to be between 72% and 82% off the market price.

 

Chow Chung-kong said the pilot redevelopment project of the Civil Servants' Housing Co-operative Society on Semarang Road has also entered the planning process, with part of the site earmarked for the construction of Home Starter Loan Scheme (HSLS) flats, which are expected to provide about 950 HSLS flats. Together with Block 3 and Tai Hang Sai Estate, the URA will provide about 3,200 starter flats in the coming years.

Mr. Wai said that the URA will take the two redevelopment projects of Tai Hang Sai Estate and Block 3 of Gloryhill as a pilot project, and will incorporate clauses into the Deed of Mutual Covenant (DMC) of the building to encourage the owners to formulate a regular maintenance plan for the building and build up a financial reserve in order to minimize the pressure of redevelopment, and then extend the clauses to projects in collaboration with developers.

 

In addition, following the earlier unsuccessful tender for the Kwun Tong Town Center Areas 4 and 5 project, the URA has changed the land use of the site from "Commercial Use" to "Other Specified Uses (Mixed Development)", with the inclusion of a residential element; the application of the "Vertical City" development concept to raise the heights of the buildings; and the retention of the "Floating Planning Parameters" mechanism, which allows the developer to flexibly allocate the development floor space for different businesses such as residential, office, hotel and retail, etc., so as to enhance the attractiveness of the project. This will enhance the attractiveness of the project.

 

Mr. Wai revealed that the URA had earlier sent questionnaires to eight developers to gauge their views on the project, and all of them agreed to the introduction of a residential element. He expects the project to be re-tendered by the end of next year at the earliest, and believes that the bidding price will be at least a few percent higher than last time.
